Steve Seamons

Alan “Rusty” Grooms, DoD Acquisition and Logistics Certified, Program Manager

Mr. Grooms possesses exceptional communication skills that are vital to the success of any program. His meticulous management style maintains control of a project while allowing enough lateral movement for growth. His oratorical skills coupled with concise management philosophy are an asset in any project.

Mr. Grooms retired from United States Air Force after 25 years of active military service. He obtained an Associates Degree in applied science from the Community College of the Air Force and completed all phases of Professional Military Education. Certified under DOD Acqusition and Logistics accredited education programs.

He has a broad range of expertise. He developed technical training requirements, authored Air Force regulations and technical orders, administered DOD contracts, established and controlled funding requirements, advocated for technological advancement of weapons systems to HQAF, Subject Matter Expert for weapons integration, development, deployment and developed procedures for Joint Force Operations. His background includes DOD Acquisition and Logistics Support, Hazardous Material Management, Quality Assurance, Test and Evaluation, Configuration Management, Occupational Safety and Health Requirements, Inspector General inspection teams and Training.

Alan Grooms

John F. Williams, EMBA, Program Manager

Mr. Williams is an effective, efficient administrator that blends technical and managerial experience with the interpersonal skills that are necessary to achieve corporate goals.

He is an excellent manager and motivator, having lived, worked and traveled throughout Dubai, India, Pakistan, Europe and Scandinavia. He taught technical classes at various institutions, including IBM and Sinclair Community College, Dayton OH. He also taught management classes for DuPont (Conoco), Allied Automotive (Bendix Corp.), and Wells Fargo (First Security Information Technology, Inc.)

He successfully used project integration management to manage multi-year, multi-state(and nation state), multi-institution programs simultaneously while preventing “scope creep” concluding each project phase on time and meeting cost targets. In some of the larger programs, risk management and project communications were initiated as individual projects under a Project Management Office that reported directly to him.

He attended Army Information Assurance Classes at FTs Gordon and Hood. The Director of Information Management (DOIM) at FT Hood subsequently assigned him to full time Information Assurance Systems Security Officer (IASSO) duty.

He developed Information Assurance MOAs and SLAs to AFNIC standard. He also modified Information Assurance policies for the USAF HMMS 4.0 (Hazardous Materials Management System.) He consulted with AFNIC valuators to provide them with information and different approaches to validation.

John has started and run several successful small businesses.

John Williams

Michelle Williams, B.S. Education, B.A. Geology, Program Manager

Ms. Williams brings energy, enthusiasm and integrity to her projects.

She has managed teams to high levels of performance and adherence to corporate standards in varied fields. She excels at managing multiple projects or efforts simultaneously, and is particularly proficient with bringing environmental projects into compliance within time and cost.

She successfully completed multi-state and multi-institution projects simultaneously completing each project phase on time and within cost estimates. She assumed the responsibility for defunct programs, performing an extensive and in depth review reassessing the various projects and adjusted their scopes, projected time to completion, estimated costs and human resources required providing the justification to senior management – then completed these adjusted programs within the renegotiated terms.

She has achieved two bachelor degrees, including a BS Education from the University of Dayton and BA Geology from George Mason University, and has been involved in student leadership and coordinated volunteer efforts.

Ms. Williams uses her excellent teaching and writing skills to deliver very compelling presentations and reports. She is also fluent in Spanish.

Michelle Williams

Paula Williams, MAED, PMP, Marketing Manager

Ms. Williams specializes in marketing and program management.

She holds a Master’s Degree in Adult Education and Bachelor’s Degree in Mass Communication, as well as a Product Management Professional (PMP) credential from the Project Management Institute (PMI).

Williams has experience with marketing, product management, program management and process engineering in the information technology, finance, education and aerospace industries.

She has managed a Project Management Office (PMO) with a team of 10 for a multi-state, multi-million dollar program for a financial institution. The Project Management Office was in charge of program planning, including program management, requirements collection, scope definition, work breakdown structures, (WBS),  activity definition, activity sequencing, estimating resource needs and durations, developing schedules, estimating costs and determining budgets, human resources, communications, risk management, and procurements.

The PMO was also responsible for monitoring and controlling project work, integrated change control, verifying scope, controlling schedule, controlling costs, quality control, performance reporting, monitoring and controlling risk, distributing information, managing stakeholder’s expectations.

Stakeholders were the boards of directors of financial institutions in several other states.

Ms. Williams has authored or co-authored three books on business management, program management and marketing, and has started a successful business.
